New York State's Health Insurance Program (NYSHIP) is a unique health insurance plan designed exclusively for public employers. Participants must be employed at a public company and meet certain requirements. HIP surveys can be used to aid the USFWS when monitoring migratory wildlife harvest and establishing annual regulations. Participants can opt to complete the HIP survey at their own discretion. A copy will be sent to them. New York State requires participants to complete the survey by September 1, 1998.

The program currently has four times the capacity to accommodate employees.
