The National Park Service is looking at the possibility to charge overnight campers, but it wasn't clear if it was possible. On Sept. 26, 1969, Luis A. Gastellum wrote to NPCS Administrator George B. Hartzog, Jr. with concerns about the proposed fee program. He urged the agency not to abandon the idea in his letter. The resulting debate lasted until March 1970, when a congressional directive was issued to implement fees.

Private campgrounds are not subsidized like federal parks. They charge visitors' fees. However, the fee is necessary, as it covers costs incurred by visiting visitors.
